I asked the same thing some time ago. It is where the spring goes for the z-bar. My spring was going to the motor mount (bubba). Now, it has the correct springs going to the bracket.
I think I am looking at it correctly. I see your spring going to the other side of that bracket. I may have mine on wrong??
It is for your interlock cable. The cable runs from your reverse lever (on the trans) to the steering lever. You should have a lever a couple of inches above the hole in that bracket. The cable is held through the hole with a "C" clip.
If installed, it makes you put the car in reverse before you can get your key out. It also will not let the car out of reverse without the key in. Another anti-thief thing.
this seems to be one of the first things people undo. Pain to put car in reverse to shut it down.
my 79 L82 4speed has it also. i dont know what it is but it might be used the the kick sown shift linkage for autotrans. just a guess on my part.

mine dosnt have the part on the steering column...apparently an owner before me didnt like it there or something???
i guess ill just remove it when i refinish my engine bay which will be real soon...
thanx for the compliment about mine but it looks really crappy under there...it looked pretty good til i degreased the area and now it got so clean that all the dirt and grease is gone and some bare metal is showing...
that project begins this week... :)
