If its a c3 then there are alot of different possibilities...first is the tach wire going to coil, is it an hei coil? Also, corrosion in the instrument cluster....pull it all apart. These cars all tend to leak at one time or another and water gets into carpets which in turn causes all kinds of bad connections inside of dash and cluster. As carpet dries it causes condensation everywhere up in the dash.
