Default Front Wheel bearings

I just repacked my front bearings and put new seal in. My question is on how tight to make the nut on the hub. It freespins as I hand tighten it as I get it snug by hand it will spin about a half turn. Do I get it a little snug with channel locks and then back it off a little? Also is a half spin enough or should it spin a bit more?

I I recall the service manual says to torque them down to 12 ft pounds while spinning, backed the nut off, and then hand tightened them.

Rotate the wheel , while spinning tighten to 12 ft lbs .

back off adjusting nut 1 flat ... if cotter won’t go in back off additional half flat or less as needed to insert cotter pin.
