An ECM in a 78? What motor are you running that requires an ECM? Maybe you are referring to the HEI Module which is not an ECM. Correct terms mean everything.

Have you checked your pick up. They are notorious for the leads to break because of the vacuum advance. Resistance should be about 900 ohms, Try to wiggle the leads while ,measuring, That's seems to be the common denominator when you replace the module. You could be moving the leads where a good connection is made.
