I need to remove the tie rod end in the photo shown to replace the rubber boot/seal, however when I turn the castellated nut on the tie rod end as shown in the photo it does not release but just turns with its threaded section which does not have a nut on the other end to hold onto to stop it turning.
Try using an impact gun, also lots of times this works; try tightening to seat the tapered shaft then loosen nut. Tie rods ends that spin are usually worn out. T

It looks like there is a slot on the end of the thread for a big old screwdriver.
It maybe the photo or just my eyesight, but it look like the cotter pin is still installed in your photo. Make sure i's removed and then try tightening nut first to re-seat the taper then loosen it.
