The 'letter of the law' says that no cars can have emissions related equipment removed, but 75 and older is never checked.
As for the OP's original question - I would think that most vendors could ship an item like sidepipes to CA - they just might be labeled as 'Off Road Use Only'. Have you looked for yourself?

Thanks guys. My buddy finally was able to talk to somebody at the DMV. From what I can understand, as long as the car was original and he has been receiving DMV registration every year, even though it’s not been registered he has been mailing back the forms, then he is good to go with the side pipes as long as they are original. It turns out he had the original pipes. He was just concerned about getting the car registered. I appreciate everybody’s help. This forum is awesome..
Actually the last year for side pipes on the Corvette was 1969. They were no longer available from the factory after that.

Actually 1969 was the only year you could get factory install side pipes on a C3.
Sorry to say 1975 was the first year of the CAT which necessitated the two-to-one-to-two exhaust setup to flow the gases through the CAT. If CA say's it has to be original then he's out of luck.
My Ca. 75 has never been smogged. It was not required when I registered the car 8 years ago. The question never came up. One of the reasons I didn't want anything over a 75. CHP had to vertify that the car matched the paperwork. Only had shoulder belts, no seat belts. Cops didn't say a word.
You can put on sidepipes. Just register it and then do anything you want.

1975 cats were required on cars and light trucks. 1976 they were on heavier trucks like 3/4 and 1 tons, therefore, Kalifornia mandated 1976 and newer cars be smog tested.. 1975 and earlier are exempt and get a free pass.

This thread is tearing open that old wound of the 30-year rolling smog test exemption that was terminated just before 1976 models would have been exempted...
Agree with several others... just go ahead and install the sidepipes.
i can be wrong had friend with old truck registered in florida do not think 1975 car can be exempt,unless was imported Grey market car that never had emissions,california *carb)very specific says no tampering,
a liberals form to limit old cars,since most people could not afford to fix old cars,imagine the price of and original 1975 catalytic converter
It is exempt from an emissions test as a requirement to registration. I have the same deal with my ‘79 in Nevada and classic vehicle registration.
I always worry about some cop seeing side pipes and knowing the ‘79 came with cats and therefore was tampered with. The cops I’ve talked to say not to worry, but the risk is always there.
I imagine if busted at an illegal street race in CA, some wise CHP cop may understand that and throw the book at you.
It’s a risk I’ve decided to take, and I make sure I don’t do stupid crap in front of police.
