The relay next to your MAP sensor is your horn relay. Your fuel pump relay is in front of the battery next to the ECM and it's a royal pain to get it out The ECM supplies power to the fuel pump relay when you start cranking the engine. Once oil pressure exceeds 7 to 8 psi the oil pressure sender supplies the power to the relay. Take the plugin off the oil pressure sender and plug it back on a few times because it might have a bad connection. The fuel pump relay will begin failing at around 85,000 to 90,000 miles and you can repair it by dragging a folded strip of 600 grit wet-or-dry sandpaper through the points (they're very tiny). It's best to put the relay on the top of your battery so you can get to it easy and carry a spare with you at all times. When it's sitting on the top of your battery you can change it in 30 seconds. Also make sure you replace the 7 mm MAP hose with a piece of 1/4" fuel hose because the OEM MAP hose doesn't have any internal reinforcement and will split open where it connects to the throttle body....
I have the exact same problem and I've done the same repairs/replacements you did, except I'm getting 12V at my pump. My fuel pump relay is in the right side storage compartment area but I have not owned the car since conception so it could have been moved. Sure would appreciate you filling me in on how you resolved your problem if and when you do. Good luck and thank in advance for any insight you can provide. Hugh

Do you have a GM Service Manual? If not, get one. If you do, take a look at the fuel/injector troubleshooting section, it's pretty good.

Well I’m going to pull my battery out for the fourth time and see if there’s another relay back there my horn relay is under my dashboard next to the fuse box we’ll see hope I find something new in there thanks

I think the black box behind the passenger seat is the anti theft control I have two of every thing ecm etc. change them all and every fuse in the car I have a manual read cover to cover I’ve got 4 people wanting to trade or buy my car it was running fine till I fixed the horns???
