when headlights are turned off they go down into position and the rotors keep spinning for at least 10 seconds making a clicking noise
Not sure what the year is either, but it sounds like a C4. If the motor keeps running the gears inside are shot and need to be replaced. I would unplug the motor(s) until you can buy both gears and rebuild it.
If it's a 88-96 I did a video on how to repair the motor, 87 and older is pretty much the same as far as removal and rebuild.
