Is there supposed to be a spring in it to hold it open when you go to put gas in the car? Mine doesn't stay open. If it's supposed to have a spring does anybody sell them? All I can find are new gas door assemblies and they don't say if they have a spring in them or not.
Yes, there should be a flat spring in place that holds the lid open, as illustrated in the pictures below. As far as finding one, I would suggest placing a WTB thread in the parts section.. Someone may have an extra laying around they can set you up with.

On 68-70's, there is a clip under the gas door bezel, that holds the door when it's open. On 71-82's, there is a curved "spring" that snaps in place between the bezel and hinge.
The clip 68-70's was riveted on, and often came loose and was lost. The only way to replace or repair it, is to buy a new bezel/hinge assembly. The spring used on 71-82's is replaceable, and is available from most Corvette vendors.

My car is a '69 so I guess I'll have to buy a whole new hinge/ bezel assembly. It's tempting to replace it with a 71-82 assembly provided that they look the same.

You're actually better off getting the correct one, for your car.
The 68-70 bezel/hinge assembly sells for about $55-$60, the 71-77 hinge and bezel sells for $85. Besides the 68-70 bezel being cheaper, it works with your gas door. To use the later bezel on your car, you'd either need to remove the spring steel clip that holds the door closed, off of your lid, or use the 71-72 lid (which would also require being painted to match your car).
