What about this? Seems to be a vacuum relay of some sort

Vacuum controlled hot water shut off for the heater.

Unless someone has installed a manual valve in one* of the heater hoses leading to the heater core you will burn up in the cabin without that valve working properly.

*some put a valve on both hoses but it is completely unnecessary
