Default '69 Horn Button Repair...help!

I just bought a new 14" steering wheel for the '69......

And when I loosened everything up...BOING, out popped the horn contact spring assembly. Don't know the exact way it goes back in, but the horn now intermittently works. The parts look kinda shabby, so I'm going to buy a new repair kit. I have the standard, non tilt column.
My question is....what is the correct order of installing the parts? Does the spring go in the hole first, then the rod, then the insulator? Instructions show one way and describe another.
