Tap screw in to rad support?

Hey guys just installing some electric fans and I'm wondering if this part (The vertical part of the shelf) of the rad on the top and bottom are safe to tap screw into. It looks like that's what the spal guide is saying but I wanted to make sure

Factory rad (ok re-core) for fit up

Dewitts rad for final (with it you could actually see that area is empty)
