Hello. sorry to be such a dumb axe.

What is this little canister with wires and vacuum hoses on my 1974 w/350?

That is the TCS (Transmission Controlled Spark Solenoid).

Is this thing easy to bypass but leave in place.?

It's making a rattle noise, like a f'd up pcv valve, trying to keep it 'original' but would like to ignore this stupid thing...

Well, since you want to keep it "original", and according to your profile you have a Manual. Take a look at this:

Per my search - attached you will see the supposed part numbers that I found for a 1974 Corvette.

Of course, if you want REAL original, then I found this thing:

Or, since it's simply a solenoid-- you can try taking it apart and cleaning it, and hope for the best.... either it will work, or it's shot.

Keep it original,valve cover is on the wrong side oil fill should be on the drivers side towards the rear of the engine

OR - Willcox has this TCS "Jumper". Not sure what it does??? But you can ask them....

Willcox is typically real good with information but there's no info on this "jumper". Now I'm curious what this thing does?

If it is making a rattling noise it may need replaced! But looking at the way your vacuum hoses are connected to it, I don't think they are correct. The hose from the distributor vacuum advance should plug into a port on the TCS. I see that yours goes directly to the carb. I'm not a mechanic so I'm not sure if that makes any difference or not? You can do a simple test to see if it is functioning properly. Get in the car, start it up and push in the clutch. Run through the gears. When the car goes in to 4 th gear you should hear the idle/rpms increase. If that doesn't occur it's either bad or hooked up incorrectly. Here is a photo from my 73 AIM showing how it should be connected. It will be the same for your 74 4 speed.
There are various posts on the forum discussing how to bypass it.
Ralph is correct, your valve covers are reversed.
