Not a corvette and not even mine. Good friend bought a 57 chevy BB and the throttle got stuck on way home from a 10 mile first drive.
My guess is locking nut on linkage is not tight (see small red circle) and the linkage rotated and was binding against the carb. Does this sound possible? He was afraid to drive it home and had it towed and not touched it since. Called me to go have a look. Everthing moved as it should but the linkage was easily rotating.
Next question....What is that hanging line/wire (Large red circle)?

That is Edelbrock's progressive linkage. You'll need to hit their website for adjustment instructions. The hanging wire looks like a cruise control cable with the ball chain and the starred locknut.
I don't see where the return springs are doing anything. Good for you that you run double spring which is a safety requirement, but I question the anchor point and they appear to be binding as well.
I would seperate the two carbs linkage and operate each one individualy with engine off. Check for binding. Work the gas pedal cable w/o being hooked up.
Spray throttle shafts with Gumout carb cleaner, let dry, then spray with WD40 working the throttle plates.
One to one ratio is progressive. You may want to change that to something milder for better MPG.
That chain hanging down is usually a linkage to a cruise control of some type.
