There are two cancelling springs in the turn signal switch. They are likely broken and need to be replaced. Its been many years since I did them, but I don't recall them being particularly challenging.

you have to pull the wheel and the horn components and snake the wiring. Not super challenging. Hardest part is getting the horn stuff right
