Default Trying to identify a part on a '79 C3

While looking at my washer reservoir today I saw a 'canister' below it and what looks like a vacuum home running out to the frame, but the hose is very dry-rotted and broken.

I've gone through a lot of documentation and can't find a way to identify this. My lights and other components are working as normal thus I'm extra-stumped.

Ideas on what it is and ( ideally ) a good way to identify parts like this as I come across them?

on a 79 is the washer reservoir on the driver side? Is so I suspect what you might be looking at is the Charcoal Canister.

Recommend you buy a 79 Corvette Service Manual & an Assembly Manual to identify the parts. Look on Ebay first. The canister is different depending on the year, this is the top of the 79:

A great item to have is the AIM (Assembly Instruction Manual) for your Corvette. It will quickly pay for itself in time saved.
