I take it you do not have the CB antenna option? You can remove the assembly from the car and take it apart to lower it or just repair it with a new cable which is usually what breaks. Not a hard task either way. If you have the CB option, it is a bit more problematic to fix if the antenna load is broken which just happens to be an integral part of the antenna to make it go up and down and the CB attenuation adjustment. Good luck

This forum is about fixing our beloved hobby cars as Buccaneer offered. If you are a C3 flipper or dealer, you're probably on your own.
If you're into restoring your own beauty It will involve an affordable $35 nylon antenna kit/instructions and a couple hours of your or your Technician's time to bring it back to life. Otherwise, unscrew the left (drivers side) speaker plate and reach behind to unplug the power connector until you have the $35 and time.
I will be more than happy to answer your question. To disable your power antenna, simply unplug the power antenna relay shown in the photo below. The relay is located under the rear storage compartment behind the passenger seat. This will accomplish exactly what you are trying to achieve.
