hey, I rebuilt both actuators and new relays on a 76. with the headlight off they are up and when I turn them on they go down? could the vacuum line to the headlight switch be backwards? I looked over the hose connection at the headlights and they are right. Any thoughts. Thanks
Since you rebuilt the vacuum actuators and relay valves, (and not the headlight switch) I'd guess the hoses are on wrong at one of the two. Switch them around and see what happens.

your hose routing is wrong......start with the pull down **** under the dash and then go to the light switch
anything can be backwards any where from a Dumb Previous Owner (DPO) and your correct fix made the improperly routed hoses make the headlights not work. good job in fixng it correctly keep going the rest of the way

Sounds like you have the hoses on the actuators backward.
