Default Parking Brake Slider
Do I have to remove the parking brake handle (4 bolts) in order to install a new slider on my '69?

No. Remove the ebrake console. Take off the old slider; put on the new. Put the ebrake console back on.

There is a nearly invisible joint/cut in the slider hole that allows you to carefully slip it on the handle. Remove the console as suggested by Easy Mike to make it easier to get everything lined up.
