Default 77 Tach sticking

I have a "77 Vette test the tach stays between 4-5K. It fluctuates a little when I drive it. The previous owner put a new Carb, intake manifold, Distributor, etc.. Everything seems to be hooked up correctly. Should I buy a new Filter?

Make sure both wires are well soldered to the tach filter. Sometimes it appears the wire is well secured but is only attached by a single strand.
If a repair is needed, remove the filter and wires from the intake and place it in a vise for soldering.

After you turn the car off and then turn the key to the on position does the tach zero or just stay at 4-5K?
