Harmonic Balancer
I'm pretty sure I know the answer to this but I gotta get some affirmation. Is the harmonic balancer missing the rubber ring or should it be all metal? And if it is broken what damage can it cause?

Not only is it "missing" the rubber, but it appears it is also "missing" the inertia ring??
First time I've seen anything installed on a unit like that and I'm doing this stuff a very long time now!
