There should be a low pressure switch which prevents running w/o Freon.
So it wont respond to inside switch because of that low pressure switch.
That could be one reason. There are other items (low outside temp switch, etc) that can prevent the A/C clutch from running.
You can test the clutch using a +12v jumper to be sure you're not chasing your tail.
