I have had success at autozone, but they keep them in the back now at my local store. Gotta ask. Of course, they've gotten as expensive as buying the whole refilled new arm at Walmart nowadays.
You can also check online.... prices seem a lot better if youi're not in a hurry. Check walmart and amazon websites.
For the prices of simple refills (which should be way cheaper), you might be better off buying a whole arm and pulling the refill and placing it in your own.... might just be the easiest thing if your local store doesn't, can't, or won't get refills.
Got curious so kept looking for 16" refills. Here is a good price for 2, if they have them: https://shop.advanceautoparts.com/p/acdelco-acdelco-8-5165-professional-universal-plastic-wiper-blade-refill-16-in-pack-of-2-p7040223154acd/11590385-P
https://www.amazon.com/Trico-43-160-Steel-Blade-Refill/dp/B000CB3X88
Or a supposed fit for my 68.... https://www.autozone.com/ignition-tu...2_783318_25448

thanks just what I needed, Trico Refill # 43-160
The wiper blades need the low profile version to avoid rubbing.
I also found most 16 "refills to be too wide to fit the early (69) C3 wiper blades.

I have saved old wiper blades in the past under the premise that I would obtain refills and reuse them in the future and save some money and some space in the landfill. What I discovered however was most auto parts stores in my area had stopped carrying them. I finally found a local, older (non-chain) auto parts store that said he would order them for me, even after he had tried to dissuade me by showing me that I could actually buy the complete blade for less than the refill. (I couldn't possibly accept the defeat that would result if after all this time, I simply threw away all the blades I had saved... )
When the refills came in I picked them up and set about restoring a half dozen sets that I had accumulated. What I discovered was that, the new Trico refills I had purchased (for the Trico blades I had saved) came with stainless steel reinforcing strips that were wider than those in the original blades. After fighting to get the first set to accept the new refills for about an hour, I realized that if I took the stainless strips from the old blade and used them, I could finally force the refill into the blade - with a lot of effort.
It may well be worth the effort to save an original set from a Corvette, but the Tacoma, Miata and Acura - get new blades from now on!
Good luck... GUSTO
