1970 Vacuum Actuator Relay Replacement

1970 Vacuum Actuator Relay Replacement
What's the best way to remove a headlight vacuum actuator relay on a 1970? I tried getting at it from the top with the hood open, but it's proving to be like a game of twister with me bent over the nose feeling around for the bolts. Even if i do get it out this way i suspect i'm going to have a hard time getting all the vacuum lines hooked up and the re-mounting it like this. It looks like if i remove the front license plate and bracket, and then the center grill it that might work. Any advice?

To re-connect the vacuum lines;
lowest port - front of actuator
middle port - vacuum source
top port - rear of actuator
