Default Oily vacuum lines

Every time I've popped the hood this winter I've noticed the vacuum hoses- starting at the check valve and over toward the canister -have an oily coating on them.

Is this a hose deteriorating or could it be something actually evaporating and condensing on the hoses?

Modern rubber is oil based. The rubber is leeching oil, and dying. Just replace them. I think the medical center has the best ones. IMHO.
