Wiper fuse keeps blowing

I tested the wiper motor using Wilcox's tech help procedure, and it works as it should. Cleaned up all connections at the pump and motor cover. Everything seems clean and tight.
What would cause the fuse to blow immediately when turning the key? Would that indicate the white wire (power lead) going to the cover is shorted to ground?
Not really sure how to continue with troubleshooting when I can't test for voltage because the fuse keeps blowing.
I would disconnect the delay module which is behind the passenger seat in a compartment. 12v power goes back there and goes thru the delay module and then is fed forward thru the harnesses to the fuse block and ultimately the center power connector to the wiper motor.
Disconnect the delay module and see if the fuse is still blowing, if not, then more than likely the delay module or fuse block is the culprit.
You can bypass the delay module manually with wires or just purchase one of these bypass connectors from Lectric Limited for $17:
