Default 78 C3 Front Spoiler Installation

I have a 1978 that I am looking to install a Pace Car style front spoiler on.
Most of the spoiler is a straight bolt on operation except for the side pieces that come up the fender well lip.
The fiberglass surface of the fender in this area is only about 3/8 of an inch wide. I am scared of drilling this area because of the high possibility of cracking the fender.
I bought a spoiler from Eckler's - part number 25-100033-1.
On their website for this listing there is a section entitled "More Product Information".
This is a PDF file called "Product Instructions".
In this document it says that that Eckler's solution for "no drilling" is a bolt and washer arrangement that clamps the fender and spoiler together.
This would be great except the several people I talked with at Eckler's didn't have a clue what the arrangement was.
My question is - does anyone know of a way to attach the spoiler to the fender without drilling?
