As I recall it simply releases the vacuum when pulled down. This allows the headlights to go up. Try pulling the line that goes to the headlights, rather than the line that comes from the light switch, and see if the headlights go up. If it does, try reversing the lines. If that doesn't work you may need to replace the switch.

Typically, the only thing that goes wrong with the vacuum switch is it starts to leak, and the headlights stay up. Did it ever work? I suppose it could be plugged, but I suspect it's a hose routing problem. You can't easily get to the headlight switch and I suspect that the problem is below that anyway. I'd crawl under the dash (easier said than done!), check under the hood and see how the hoses are routed. On mine I can still see the color code on each line and I just followed them and hooked them up per the manual. They were all disconnected for both the wipers and headlights and in a box.
