Two reasons, one is the dimmer pivot that holds the turn signal lever will not hold the lever in position (my 79 column has the angled lever) and the lower column inverted bolts are coming loose.
Once you get past the spring and retainer on the lock plate you have got it made. the switch comes out and there are two pins that the column
pivots on that you will need a slide hammer to remove. once those pins are out you can get to the loose bolts. use locktight on the three loose bolts
