Wiperdoor tach solenoid?

The wiper Door tach solenoid, when is it activated with 12v? Where does the 12v come from to activate it?

I need to edit this because it is so confusing. Power comes from the fuse box, thru the wiper door switch, to the wiper door limit switch, to the wiper motor. From the wiper motor is goes wiper switch, relay connections (two) and wiper solenoid. The first wiper door switch looks like it is all tied in with the ignition switch connectors.

The power comes in on the yellow wire and is hot all the time waiting for ground. The ground is controlled by the relay.
