Default Wiring cluster center gauges

Howdy,
why does this part stands for? and it has 3 connection pins! on the diagram I can only find 2 wires to connect?
how does this works?

And it looks very much like the original factory module, which means it probably doesn't work.
Willcox makes a great module to replace it with. I have one of his in my '79 and it works great.
