I would like to know what is the best product to use. What I have is a type of crankshaft that the flywheel bolts go into oil. So I needs it to be a sealant and also work like a thread locker like red or blue Loctite.

I was going to mention an anearobic sealer like what I use on the rear main cap to block surface. But I see Duke94 beat me to it with that Loctite 542.
We used Loctite 620 at World products years ago to install tubes into BBC Merlin heads on the 345's when the head bolt broke into the intake port due to core shift. No issues. It is "Green Machinists Loctite".
The 592 is good product but has little "hold" value.
Is the crank flange thick enough to use a set screw to plug it up?

I also thought about safety wire, but the owner said NO. I will look into allen plugs and shorter bolts it would fix the crank for life.
This all started when I took 5 of my car guy buddies to Ford VS Ferrari. We went to a plush Imax super HD theater with reserved seating. Hardly anybody was there on opening day in the early afternoon, but a couple sat in front of us and the guy had a removable Ford GT steering wheel in his hands. So we got to talking and he had driven his racing GT40 to the movie with Avon grooved slicks on it. I told him that I used to work on the real ones at a historic race shop. So his replica has a 338 ci stroker 13.2 c/r 550 hp motor. It had developed a leak in the flywheel area. So I offered to work on it. It is some kind of a Flat plane crank with a 12 inch tiny flywheel and a multi disk clutch setup going to the 5 speed transaxle. He is a historic event national winner in his other car and trying to get this sorted out for 2020 racing.
Maybe not right for your application but on my LS engines, the crank bolt holes are open to the block I've just used Loctite blue medium strength. Never had a leak.
We used that in the late 60's on everything.
Just about the only thing you saw in the gas station garage or the 2 car dealerships I worked in.
Long before RTV sealant in the tube and threadlocker in the bottle.
Some things don't need improvement....
