RPO stands for "Regular Production Option", and A31 is Power Windows. RPO's are how dealers specified which options to include, when ordering a car, and how the factory determined what options to install on a car. The best place to find a list of all RPO's is in the front of Chevrolet Parts Books, but they are also listed in the pocket size NCRS Corvette Specifications Guide, and the Corvette Black Book. RPO's are also found in the Assembly Manual, alphabetically at the bottom of the page covering the installation of each option.

The letter at the beginning of an RPO usually identifies the type of option it is. RPO's beginning with "A" (A01 - tinted glass, A31 - power windows), "J" is brakes (J50 power brakes, J56 HD brakes), "M" is transmissions (M20, M21, M22 & M40), and so on.

This is a good PDF that you can down load that gives information about the 1979 model year as a whole. On page 73 there is a list of RPOs but not all. It may help but otherwise like the above post you will need to dig further if the RPO you are looking for is not listed. My 78/79 NCRS judging guide lists some RPOs not shown in the PDF.
