Can this even be fixed??
The right side looks interlocked, probably why it wont tilt forward.
Can you remove the bumpers, screw in a long bolt and use that for leverage to straighten out the mount location to line up the bumpers?
Also see if there's some slop in the seat back pivot that may let you adjust it a bit.

KapsSA.....you were right. That right side was interlocked, and once I pryed that apart, it moved forward. One less problem.
I started taking everything apart on both sides so I could see what was what....and it looks like the only thing that is "major" is the receiving area for the left side lower bumper(?). It will need welded back in place and I think with a little hammering it all should line up.
I was going to replace these with some Fiero seats I picked up on the cheap, but if I can fix this....I'm just going to redo these. Hopefully I can get this stuff lined up this week and figure out ordering seat covers.

There's a plate in the seat bottom that the lower seat bumpers and center lock strap screw into. The plate's not real strong, and after years of people dropping into the seat, leaning against the backrest, flipping the seat backrest for access to the rear compartment, etc, the plate collapses, and/or the weld nuts that hold the bottom adjusters in place, break. For about $25 there's a heavier gauge steel repair panel available from most of the vendors to fix the problem. To install it, the seat bottom cushion cover needs to be removed, but there's no welding required to install it. It's held in place by the seat bottom bumpers and the center lock strap hardware. Once installed, the seat back will be more upright, and the seat back's rake will be adjustable.
