Under the car Drivers side #1 mount/may be hidden by the splash shield. Also it may not be there if by chance it was removed prior to you and if so replace it.

I found the remnants of mine when I replaced the body mounts. The screw and eyelet were still there but the ground strap was missing. Good to replace it as it helps to ground the frame to the birdcage.

So it’s accessed from under the car on the body mount?

Seems to me I bought a "kit" that had that one, the one for the antenna plate, I think it was just those two but I've added some others along the way that GM probably didn't plan on.
Would have been either Corvette central or Corvette america, I would imagine Ernie would have access to them as well

For mine (72) that you can see the egg-crates up higher in that pic, about the same location as your gills would be. That pointed bolt is the body mount bolt

I try not to rely on the star washer to bite through the paints we use for chassis work so I've found a dremel tool does a nice job of cleaning the areas bare in somewhat controlled manner.

Then I put some anti-ox paste, install the clips, bolts, whatever, wipe clean and top with a little dielectric paste / liquid electric tape / chassis paint or whatever
Damn tupperware cars you can't be too careful with grounds
