Default Unused Vacuum Fitting?

Is this fitting supposed to have a vac line on it or is it just a vent? '77 L-82.

It is the exhaust port when the EFE actuator changes state.
Originally it was covered in a gray foam like nipple. If you look at the replacement switches there is a block of foam covering the port.

Guess whatever foam cap was on it is long gone. I assume it is supposed to be open to atmosphere and the foam was just to keep foreign material out?
