Default New instrument light problem

Trying to diagnose an instrument light problem on my ‘73. I can trace continuity from the light switch green wire to the right side of the small 5 amp fuse. The left side of the 5 amp fuse shows continuity to ground. I’m guessing one of the 15 or so grey wires is shorted to ground. Is there somewhere In the harness where all the grey wires are connected?

I believe the gray wires are ground to a stud off the cigarette lighter with a double black wire. There is another ground to the birdcage right adjacent to the left vent duct a little above the kick panel. This is based on my 69 so not sure if 73 is different.

If the wire was shorted to ground, wouldn't the fuse blow?

yes the fuse is blown. I put in a new fuse and it blew as well

I unwrapped part of the harness and it appears there are two areas where one or two grey wires become 5 or 6. This will allow me to at least separate fhe tach/speedo lights from the center console and the lights under the shifter and heat controls. I am guessing the culprit will be the point where the two grey wires go under the trim to feed the shifter and heat controls. The PO put in an aftermarket radio and it looks like several wiring mods were done.
