Looking for some help with the horn on a 1979 Corvette. I've spent days trying to figure out the issues. I just go my 1979 Vet in November and the horn didn't work. Found that there were some missing parts, the horn contact/spring that goes inside the steering hub and the horn relay. First I couldn't get the horn to work, and now if I put it together it is always on. If I let the lower springs in the photo connect to the metal contacts, the horn will always be on. If I install the horn contact carrier it won't work. Any help here would be greatly appreciated.

I've checked and replaced most of the horn items including the Horn Contact Carrier, lower horn contact and spring, horn contact brush, horn button contact, etc. The horn will stay on all the time if the Horn Contact Carrier is not installed and it won't work at all if it is installed. I can't figure out what the issue is. I need to get it inspected, so is there a work around to install a separate button that will connect to the relay somehow?
Not sure if this will help, in 2009 I was having issue with my horn. It turned out to be the contact assembly was held together with metal screws and I have no paper shim. replaced the metal with plastic and install the paper ship and now I am horny, I mean I have horn.
