On my '81 the circulation fan works perfectly until I turn the AC on. Then it turns off. Turns back on when I slide the switch to the right to turn the AC off. Doesn't work in either AC setting. Just started doing this a month ago.
There are some contacts inside the slide switch. They probably need to be cleaned or the assembly replaced.
I cleaned ones on my 79 and it’s still working. Replaced the faceplate w/ the lettering and looks new again. Downside is you have to remove seats and console side panels to get to it.

I recently had the exact same problem in a 79. Turns out it was a bad connection at the fan speed selector switch. Cleaned up the contacts and works perfect now.
I have an aftermarket replacement HVAC selector switch in my '79 and it does the same thing sometimes. I have to play with the selector when I select A/C. If its not in exactly the right position, the fan doesn't work. Its just one of the things that makes me think long and hard about replacing factory parts nowadays.
