Guys I have a question cars that use this style tank does it use a gasket where the pencil is pointing? The one we are dealing with has none just the lower one. Thanks in advance.
That is not the correct cap for that tank.
The aluminum tanks require a RC26 cap to prevent galvanic corrosion and it does have the gasket under the cap cover.
Your profile states 75, why would you have a 67 tank?
Hi. I don't have a year that uses that cap but without that gasket I think any antifreeze would leak out all around the cap and not just the outlet of the tank just below the cap.
I'm amazed at the original cap on eBay asking price. I guess you can ask any price.

I agree. This car had a history of running hot. I wondering if this is the reason.

That price is not out of line as the RC-26 was used only on Corvette no other line at GM used them. A new in box would be around $500 to $600 restored $350 to $450.
