Default two vacuum lines under steering column?

I have a 1978 C3. I just bought it. I noticed under the steering column, way towards the bottom, there is a small ****. Attatched to thiup under the dash are two vacuum lines. What is this?
Also, i purchases a headlight dimmer switch and need to replace it because none of my dash lights come on. I went ton Youtube to see how to replace it. the videos show that i remove six screws and i can remove that portion of the dash in front of the steering wheel. My dash in continuous all the way across the front. Am i looking at the wrong video? I am sure it says 1978 corvette video. Thanks for any help

Below the column is a small plate with the **** you are talking about. There are 4 screws holding it in place. If you pull the **** down, the headlights will pop up , even though the lights aren't on.
After you remove that plate, there are 4 bolts that hold the column tight. Loosen or remove them so the column drops down. you can now remove the screws that hold the bezel in the dash.
Carefully ,slowly pull the instrument cluster out. You then have to get your hand behind the cluster and disconnect the wiring connector and the speedometer cable.
The cluster should come out, but be careful to try and not scratch or break anything. You now have access to the headlight switch.

After reading some of the other posts , are you sure you nave the correct switch ?

I would check fuses before going in that deep, to make sure the headlight fuse is good.

Are you aware that if you turn the headlight switch the dash lights go out and opposite makes them brighter (somewhat)?

thank You, Yes i did turn the ****. It won't turn the dash lights on. When it gets to the point it should "click" and turn the dome light on, i have to turn it all the way until it clicks and then back it off just a bit so it is almost in "mid click"?

Thank you, I hope to have the correct switch. I checked the fused but I will check them again. I appreciate our help. I hope it is as easy as it sounds to get to the switch. Thanks again
