On Quadrajet Carburetor, when dead cold when start up, idles up to 1500 rpm. Choke is open. Backed screw out on fast idle one turn, still does it. Appx 15 seconds after start up it idles down to 750 rpm. Once engine is warmed up doesn't do that.

Ted, did you install the CEC Solenoid and hook it up on your Quadrajet?
If so,
"The control relay (GM 3990843) was a delay device. It served to override the
reversing relay and fire the CEC solenoid for a fixed period each time the engine was started.
After the fixed time interval (about 15 seconds), the relay self-latched removing it from the
circuit and relinquishing control to the reversing relay until it was reset when the car stopped
and the ignition was turned off."
Here is how you can check the CEC on a manual trans car -
with car running push in the clutch and put the car in 3rd or 4th gear - the RPM's should jump up 500-700 rpm.
