on my 71 I clipped them in then bent them around to bolt them on. I can’t see getting that clip in with them bolted in.
What does the AIM show? How did it come out? Do it the way the factory did it. I replaced my tank on my '71 years ago because of rust but I can't remember how the straps went. The AIM is your best resource for stuff like this.

The factory had a massive advantage installing the fuel tank because there was no body on the chassis to get in the way or have gravity working against them. I don't think the AIM is going to tell you how to do it with the body in place; it'll just show you what parts are used to do it.
When I R&R'd my tank this summer, I clipped the straps to the support and then threaded the bolts once everything was in place and lined up. I agree with Sigforty - I don't think you'll have enough slack in the straps to have the bolt started and then hook the engaged in the support. When you get ready to put it all back up in there, get yourself another pair of hands - they'll come in real handy dealing with the gravity issue while the support bolts are started.
