Harness is for the optional C50 Rear Window Defogger. The black plastic plug attaches to the 3 position (low-off-high) switch which is located on the driver's side forward console trim panel. The white plastic gizmo is a fuse holder. It holds the requisite 3 amp AGC fuse.
Look at the wiring diagram in your 1969 Chevrolet Service and Overhaul Manual. C50 being an option, it will have its own separate Figure (diagram).

That’s right. I remember this plug from when I ran the rear wiring a number of years ago and couldn’t place it. I believe I never hooked it up due to the actual ****/switch being busted and at the time nobody made a replacement.
