Check and set timing correctly and hook the vacuum hose up to full manifold vacuum as stated above......I dont care who put the vacuum lines on......verify that.
Set the timing to 36-38 degrees total......at 3000 rpm or higher.
I think the engine is way out of tune......set the timing correctly first before you make a decision.
Today's cams are better for power but are a bitch to break-in.......I have a 30 year old grind in my 406 and it makes plenty of power....the speed shop wants to sell you parts.

Old school grinds work for me! Currently running Isky old school solid grinds. One in my 470 inch Pontiac in my 65 Gto and one in my carbed C4. Easy on the valvetrain too!

3000 rpm with the vacuum line plugged?
I set it at 30 degrees with a plugged vacuum line at 1000 rpm but was missing and running rough. Thanks.

No...set for 36 degrees at 3000 rpm with the vacuum line unplugged.....
Plug vacuum line back on. Drive it.

I meant pulled off and plugged with something in the hose but I think we mean the same thing. I'll try it at 3000 rpm then and see but I'm thinking that will increase the vacuum advance and show a higher reading. So I might be already in the ball park of that setting now but I'll check it out. Thanks

Also I have a MSD distributor ,,does that have an effect vs the original mechanical distributor as far as setting timing ?

So yes I was already at 36 degrees when I thought I was at 20 degrees. Which means I was previously at about 26 degrees BTC when I thought I was at 10 after reving it to 3000. Anyway we'll see how this works out. The engine is definitely running cooler at about 150 or less.
