Horn is on constantly

Horn is on constantly
77 Coupe. Horn wouldn't work, took apart and the spring was not seeded right. Fixed that, put all back together, only two spacers (saw a video that had 4) and without putting the horn cap on the horn is constantly on. Any thoughts why?

on mine it was caused by a broken plastic spacer of sorts in the column. I would google and look for a diagram of the steering column for your year car and go from there.
