Default 68-Bracket below p-brake return spring

See photos.
Putting a car back together that p.o. took apart.
Does the cable/strap in the pics go around this bracket and bolt to the body in the tunnel?
What is it called and what is it for?

yes. iirc it attaches to the bolts on the body that correspond to the seat or seat belts...

Thanks! Makes sense to anchor seatbelts that way in a fiberglass car!
