Vacuum issue in a 1971...

Default Vacuum issue in a 1971...

I’m an amateur, trying to solve a problem. When I bought the car, my wiper door didn’t work, and my passenger headlight was slow to rise when called upon. When inspecting the vacuum hoses, the only issues I found were-
  • Plug in rear of wiper actuator missing.
  • Line bolted off as pictured. (It’s to the metal tube on the passenger side that goes to a t and then to the vacuum canister on the drivers side.

I replaced the plug in the wiper actuator, and properly connected all hoses. Now, still no wiper door, and only the drivers headlight works and very slowly. If I simply cap off the one line to the metal tube, the headlights go back to working as they did before.

This all might not be helpful, but based on this, can anyone help me know where to start diagnosing my problems?

Click on Supporting Documentation, note the valve in the upper left has a vent hose which is uncapped and goes through the firewall into the engine compartment.
