Check the bumpers on the rear of the seat bottom. My 69, they were both broken, crushed and otherwise damaged. Replaced them and not the seat sets up like it should.
They are bent I believe. The seat reclines way too much to the point that the passenger feels uncomfortable riding in the seat.
Might be the fiberglass is cracked. The glass is much weaker than the hinges. I had to replace my seat back years ago when the glass got cracked. I still have the spare used hinges somewhere around here in a box. I would advise you to disassemble the seat back to see what is wrong before you go out and buy hinges. The clam shell seat hinges are pretty stout so they seldom fail.

Exactly what I was going to suggest next. The seat shells are known to crack. 👍
