It's called an actuator, but I'm not sure why it's down below the master cylinder and by the steering box. This looks like the smaller diameter (~5"-6") actuator that earlier years used for the windshield wiper door. Maybe '77s had another use for it. There should be two, large diameter actuators (~8"-9") between the headlight doors.

Yes, it's for your cruise control. Group 3.885, part number 6494922 (may have been superceded by a newer number), GM name is 'servo'.

If the ball chain just broke, it is an easy fix. I just bought a drain plug at Home Depot that had that style chain.

Yep, correct group and part number.
The Cable is Gr. 3.880 GM #460824.
Both are VERY hard to find new or good used.
